MINUTES OF THE ANNUAL MEETING OF THE PARISH MEETING MONDAY 27th MARCH 2023 AT 7:30pm AT ST WYSTANS CHURCH, BRETBY
Present: Cllr S Toone (Chairman), In Attendance: Mrs J Storer – Clerk,
1. To receive apologies for absence
Apologies were noted from Cllr Haines, Cllr Churchill, Cllr Muller, Cllr Falder, Cllr Bridges, Cllr Meyrick, Cllr Corner.
2. To receive the Annual report for 2022/23 – Cllr Toone
Like the rest of the country, residents of Bretby will probably remember 2022 for the events relating to the royal family. The happy celebrations for the Queen’s Platinum Jubilee during the year were soon overshadowed by the death of Her Majesty in September. Although the parish did not arrange a communal celebration for the Jubilee several smaller events did take place and several floral tributes, both official and private, were laid on the village green on the announcement of Her Majesty’s death.
On a lighter note plans are afoot for the celebration of the Coronation of King Charles III on May 5th with a barn dance at Hill Farm, courtesy of the Falder family. It is hoped as many parishioners (and friends) as possible will attend.
For the Parish Council concern has been continually voiced about the performance of some sections of the local council. In particular the planning function is still extremely slow, with applications taking months instead of weeks and some resulting decisions difficult to reconcile. It is hoped that this situation will be resolved shortly.
By far the most discussed and complained about items in the Parish is that of traffic, particularly on Bretby Lane and Knights Lane. There have been numerous complaints about speeding, irresponsible parking on footpaths, unacceptable parking of contractors vehicles where building work is taking place, and lack of adequate pavements on dangerous bends on Bretby Lane. Although representation had been made to the various authorities, for example the Area Forum, Safer Neighbourhood Team and CREST, no progress has been made in solving these problems.
Due to the resignation of two councillors on personal grounds there are two vacancies for Parish Councillors which we hope to fill at the next election.
Thanks are due to our Clerk for another year’s work in keeping us all in order and the Parish Council ticking over, and to our District and County Councillors for their assistance when needed.
3. Public Questions and comments
No questions were raised.
There being no further matters, Cllr Toone closed the meeting at 7.35pm.
22/919 Apologies Apologies were noted from Cllr Churchill and Cllr Muller. As a quorum was established, the Chair commenced the meeting.
22/920 Variation of Order of Business There was no alteration to the variation of the order of business.
22/921 Declaration of Interests: Cllrs considered their obligations relating to declaration of interests. No declarations were made.
22/922 Public Speaking
a) Members of the Public and Council to comment on any matter No matters were raised.
b) County Council and District Council members to raise any relevant matter
Cllr Haines reported on the Local Plan latest consultation stage which has finished and highlighted the next stages; dates of which are unknown. Cllrs expressed concerns about a site put forward at Brizlincote Valley; concerns were on the accuracy of information contained about the site and the size of the area put forward – which if successful, has the potential to increase by three fold, the number of current properties in the parish. Discussion took place about the possible impact upon the target housing numbers and identified sites across the district, should the various bills relating to planning and the Government’s levelling up agenda be passed,
The next area forum meeting is on 14th February in Findern Village Hall at 6.30pm.
A request for an update on the planning appeal at The Lodges on Knights Lane (Below under PLANNING) noted that the grounds for appeal are unknown. Cllrs raised their concerns that the dates on the planning portal are unreliable and there are still huge delays in the dealing with planning application. Difficulties remain in recruitment and retention of planning officers, both locally and nationally which continues to impact upon the service levels and timeframes on all planning matters.
The District Council’s CEO post has been advertised; as it is unlikely that a successor will be in post before the retirement of the current CEO at the end of March, plans are being considered for an interim CEO.
Cllr Haines will make enquiries about a District Council scheme for free insulation and boilers and pass this information to the Cllrs.
The Newton Park, Newton Solney has had its licence renewed for SERCO to continue using the hotel for asylum seekers.
The carpark next to the Chesterfield Pub is in a poor condition and has become an eyesore.
Outside the Golf Club a manhole is slowing deteriorating. Cllrs commented upon the condition of roads which are generally in a poor condition around the parish and district.
Cllr Haines will make enquiries if there are any District Council plans to celebrate the coronation.
c) Parish Council Members declaring an interest other than Disclosable Pecuniary Interest wishing to make representation No representations were made.
22/923 To approve the Minutes of the Ordinary Meeting of the Parish Council held on 5th October 2022 These were circulated, read, approved and signed as a correct record by Cllr Toone.
22/924 To determine which items if any, should be taken with the public excluded. No items were deemed necessary to be taken with the public excluded other than that listed on the agenda.
22/925 To receive the Chairman’s Announcements The Chair attended the last Area Forum meeting and made representations about parking on Bretby Lane, It was agreed at that meeting that the police would assess the situation, whilst some visits have been made by the police, poor and inconsiderate parking still occurs. This will be raised at the next Area Forum.
22/926 To receive the Report of the Clerk The Clerk’s report as previously circulated was accepted with no further comments.
22/927 Governance
a) Risk Register update There are no recommended changes to the risk register. RESOLVED to make no changes to the risk register.
b) General Data Protection Regulations (GDPR) No changes are recommended and there are no reports of any breaches.
c) Parish Cllr vacancy and attendance No persons have applied to be co-opted to fill the vacancy created by Cllr Kemp. Cllr Betteridge-Sorby resigned on 2nd January 2023; the Elections Officer has been informed. As there is less than 6 months to the parish council elections, there is no necessity for the parish council to actively seek to fill the two vacancies on the parish council.
d) To agree the new Equality policy The draft Equality Policy had been previously circulated to all Cllrs. RESOLVED to adopt the Equality Policy as circulated.
22/928 Drainage and flooding issues No matters were raised; Watery Lane culvert has been repaired and blockages cleared.

c) To set the precept for 2023/24 The budget for 2023/24 had been circulated to Cllrs with the meeting papers. Cllrs studied the budget and considered various scenarios (current and future) that would be required to achieve a breakeven budget for the forthcoming financial year and the impact upon the Council’s future finances. The level of reserves was noted together with the advice given about the level of reserves required to be held. It was agreed that the required percentage increase in the precept needed to achieve a break even budget for the financial year 2023/24 was high given the current economic climate and for this year, a negative budget will be set with the budget deficit being met from reserves. RESOLVED to accept the budget for 2023/24. RESOLVED to set the precept for 2023/24 at £4185.00. This is 4%, increase.

MINUTES OF THE ANNUAL MEETING OF THE PARISH MEETING TUESDAY 17th MAY 2022 AT 7:00pm AT ST WYSTANS CHURCH, BRETBY
Present: Cllr M Falder (Chairman), 5 members of the public In Attendance: Mrs J Storer – Clerk
1. To receive apologies for absence
Apologies were noted from Cllr Meyrick, Cllr Churchill, Cllr Muller
2. To receive the Annual report for 2021/22 – Cllr Falder
Last year was the recovery phase after Covid and during this time the parish has recovered and regrouped. Unfortunately, the District Council has let the parish council down over the last 12 months, mainly relating to planning matters, people should be in the office or answering phones or responding to public responses. This is very frustrating that this is not the case and it is extremely difficult to have any communication with any officer. The concerns about the lack of response from the planning dept could not be overstated.
It is disappointing that as a parish, we have been unable to come together for the Jubilee event, efforts have been made but the support has been poor. There will be small individual events taking place, but no one community event has been organised.
We look forward to the trials of the speed indicator signs, speeding has been a long standing problem.
Thank you to the Clerk for her work over the last 26 years and to the District Cllrs who have responded to queries and concerns.
We are in times of change and changes are to be accepted as long as they are done in a controlled way.

Cllr Muller had previously sent a report which had been circulated to Cllrs as follows:-
The Council Tax has been fixed at 3% for the following year. This includes 1% for Adult care. Highways issues. I think everything has been logged. The increase in the Highways budget has been welcomed with various road repairs being planned. I have a record of resurfacing to be done on both sides of the Green in Bretby .No time given. Freeport. Last month the East Midlands Freeport secured formal Government approval for its plans to offer businesses locating in the Freeport special incentives. The Freeport is set to deliver over 61,000 jobs for the East Midlands and an extra £8.4bn for the local economy over the next 30 years. I have been informed that the Police Commissioner would like to visit our area to discuss various matters including speeding and ASB. I will report back on how and where we do this. Friday 11th March, I was told a trial to promote the use of Speed Indicator Device signs (SIDs) will launch soon. The Clerk will receive information direct from Matlock.
Cllr Haines reported that a new water bottling plant is permitted in Foston, this will supply all the Lidl stores in the country.
The latest Local Plan has commenced and Cllr Haines will regularly keep the parish council up to date with relevant information.
Difficulties with the planning dept were aired by parish cllrs; Cllr Haines informed that there is a backlog of 700 planning applications and some agencies have offered to assist however this option is very expensive and recruitment remains the preferred option of SDDC. A plan to resolve the situation is being considered at SDDC next month. The frustrations of these delays and the possible implications arising from the delays were voiced at the meeting.
Cllr Haines was asked if the District Council’s budget will be revised in light of the economy. She informed that there are some reserves that can SDDC can use. The reserves are not unlimited but the Council officers have in the past been both prudent in their management of funds and risk adverse, meaning that the District Council is in a relatively good position at this time. The global situation regarding the economy and the potential of war will be continually monitored.
Easter holiday school food provision has been approved following the success of the summer school holiday provision.
A new tree policy has been adopted and works have been identified across the district on public grounds to trees. This is accepted to be a large project.
Levelling up – this is co-ordinated by DCC and information may be available soon, SDDC has not been involved in it so far.
Freeport, there is little information from SDDC and any updates will be provided to the Clerk. A request was made for improved infrastructure.
It is thought that the new Government scheme for Ukrainian refugees will be co-ordinated by DCC.
7.53pm Cllr Haines left the meeting.

DMPA/2022/0106: The erection of a double storey rear extension (Basement & Ground Floor) at 23 Bretby Lane, Bretby, Burton On Trent, DE15 0QN (10/02/22) Request for extension made 7th February 2022 and received to allow Council to consider the application at the March Parish Council meeting RESOLVED to make the comments. The extension will about double the size of the existing property. And will impact upon neighbours right to light and privacy.
