BRETBY PARISH COUNCIL
MINUTES OF THE ORDINARY PARISH MEETING HELD
TUESDAY 14th SEPTEMBER 2021 AT 7:30pm
AT ST WYSTANS CHURCH, BRETBY

Present:  Cllr M Falder (Chairman), Cllr Meyrick, Cllr G Corner, Cllr S Betteridge-Sorby(to 8:33pm) , Cllr K Kemp, Cllr S Toone.

In Attendance: Mrs J Storer – Clerk, Cllrs Haines (to 8:33pm) and Muller (to 8:03pm).

21/815 Apologies
Apologies were noted from Cllr Churchill and Cllr Bridges.  As a quorum was established, the Chair commenced the meeting.

21/816 Variation of Order of Business
There was no alteration to the variation of the order of business.

21/817 Declaration of Interests:
Cllrs considered their obligations relating to declaration of interests; Cllr Falder declared a prejudicial interest in planning application DMPA/2021/1231 as he is the applicant.

21/818 Public Speaking

a) Members of the Public and Council to comment on any matter
No matters were raised.

b) County Council and District Council members to raise any relevant matter
The Chair introduced County Cllr Muller who gave a brief resume of his County Council responsibilities.
The business plan from the Freeport Governing Body was sent to Central Government on 10th September 2021; this will facilitate the release of information and of the governing arrangements for all to consider.  Cllr Muller has a community fund and a separate fund will be available later in the year for marking the Queen’s Jubilee. DCC has received approx. £1m for roofing and insulation upgrades subject to specific conditions; this grant funding is available until March 2022.
The Highways Dept (DCC) is proactive and any issues are requested to be reported as soon as they are known.  The Chair reported that the road side verge cutting had again been unpredictable over the summer with mowing taking place when the grass was short, then vegetation was left to grow exceptionally tall; adding that the height of the vegetation was of concern to highway safety.  SDDC has cut back on the number of cuts of the verges in order to encourage wildlife.  
Cllr Meyrick reported that he had reported directly via the DCC website, a problem with a manhole cover and this is still outstanding; Cllr Muller will follow up the matter.
The position of recent temporary lights on Geary Lane caused traffic to back up onto Ashby Road; the works have finished, Cllr Muller requested if there are any similar problems, these are to be reported to Cllr Muller at the time.
SDDC will be producing a booklet to PC which will outline all procedures necessary for the Jubilee.
Cllr Haines informed a report will be released in October about the District Council’s future working procedures.  A review is underway about the performance of the Planning Dept together with a report about options available in relation to retrospective planning applications; the number of which has significantly increased. Cllr Toone provided the parish council with a timeline and lack of correspondence in relation to the ongoing building works at 12 Bretby Lane.
The report on the impact of night flights will be reviewed by the Scrutiny Panel.

8:03pm Cllr Muller left the meeting.

c) Parish Council Members declaring an interest other than Disclosable Pecuniary Interest wishing to make representation
No representations were made.

21/812 To approve the Minutes of the Ordinary Meeting of the Parish Council held on 13th July 2021
These were circulated, read, approved and signed as a correct record by Cllr Falder.

21/813 To determine which items if any, should be taken with the public excluded.
No items were deemed necessary to be taken with the public excluded.

21/814 To receive the Chairman’s Announcements
No announcements were made.

Cllr Betteridge -Sorby reported that a meeting was held last night about ideas for the next Jubilee.  The next meeting will be on 18th October.  11 persons in attendance at last night’s meeting which suggested holding the following:-

  1. A barn dance, although not necessarily on the Jubilee weekend
  2. Afternoon tea on the Saturday

Clarification was sought about public liability element; the Clerk provided guidance on this.

There is approximately £1490 from the last 3 community events which could be used for a future coronation event. The parish council currently has no earmarked reserves for the Jubilee although the parish council can precept for the event.  The next stage is to draft and print a leaflet to distribute and raise awareness of the meeting on 18th October and it is at this meeting that the arrangements will be decided.

8:33pm Cllr Haines and Cllr Betteridge -Sorby left the meeting.

21/815 To receive the Report of the Clerk
The Clerk’s report as previously circulated was accepted with no further comments. 
Min 21/806 the bin is now with SDDC and the Clerk has provided SDDC with the location for it to be installed. The Clerk has circulated to Cllrs the cost of changing the new litter bin at Bretby Park to a larger bin. The Chair has been monitoring the volume of litter in the bins within Bretby Park with a view to making a decision about the request from the Hall for a larger bin to be installed. No decision was made by the Council about whether to change the bin but the use of the bin will be monitored over the next six months so a decision can be made in the spring.

No communication has been received from Crest since the last meeting (Min 21/796d)

No updates have been received about the unauthorised signs on Oldicote Lane (Min 20.755b)

21/816 Governance

a) Risk Register update
There are no recommended changes to the risk register, however the Covid risk assessment has been updated in line with changes in Government policy and the assessment has been circulated to all Cllrs.
RESOLVED to make no changes to the risk register.

b)  General Data Protection Regulations (GDPR)
The Clerk reported that there is no further information, no actions were recommended and there were no incidents to report.

c)Communication Strategy
The matter was deferred.

The external audit has been completed and no matters have been raised. The notice of conclusion of the audit has been placed on the noticeboard and on the website.

21/819 To consider Planning Applications

DMPA/2021/1335: The erection of extensions at 27 Bretby Lane, Bretby, Burton on Trent, DE15 0QN (27/09/21)
RESOLVED: No objections

DMPA/2021/1210 – Approval of reserved matters (appearance, landscaping, layout and scale) pursuant to outline permission ref. DMPA/2020/0313 Shades Farm, Unnamed Road from Geary Lane to Town Farm, Burton On Trent, DE15 0RD (07/09/21)
Cllr Falder declared a prejudicial interest as he is undertaking some work for Wilshee’s at this location.
RESOLVED: No objections

DMPA/2021/1231- The erection of an agriculturally justified dwelling Hill Farm, Knights Lane, Repton, Derby, Burton On Trent, DE15 0RT (24/09/21)
Cllr Falder declared a prejudicial interest in the above application as he is the applicant. He took no part in the discussions.  Cllr Toone took the Chair.
RESOLVED: No objections
Cllr Falder returned to the meeting and resumed the Chair.

DMPA/2021/1210 – The demolition of existing building and the erection of a replacement dwelling at Shades Farm, Unnamed Road From Geary Lane To Town Farm, Burton On Trent, DE15 0RD (10/09/21)
RESOLVED: No objections

Make a Ltd – 14 days notice of pre application for the PROPOSED BASE STATION UPGRADE AT CS 112281 / TEF 11948 – Bretby Business Park, Ashby Road East, Bretby, Burton On Trent, Derbyshire, DE15 0YZ
RESOLVED: No objections and was welcomed as  the upgrade of the infrastructure is required.
