ORDINARY PARISH MEETING

You are summoned to attend Council Meeting of Bretby Parish Council, which will be held at St Wystan’s Church, Bretby at 7.15pm on TUESDAY 17th MAY  2022.

PARISH COUNCIL MEETING –  AGENDA

1.  To receive apologies for absence.           

2.  Variation of Order of Business

3.  Declaration of Members Interests.

Please Note:-

(a) Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting in respect of items other than Disclosable Pecuniary Interests and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)

(b) Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.

The Declarations of Interests for matters other than Disclosable Pecuniary Interests will be read out from the Declaration Sheet – Members will be asked to confirm that the record is correct.          

4.  Public Speaking – (15 Minutes)

(a)  A period of not more than 15 minutes will be made available for members of the public and Members of the Council to comment on any matter.

(b)  If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter.

(c) Members declaring an interest other than a Disclosable Pecuniary Interest who wish to make representations or give evidence under the National Association of Local Councils’ (NALC) Code of Conduct shall do so at this stage.

Actions raised at the last meeting have been attended to.
The Clerk submitted an application on 23rd November 2021 to Cllr Muller’s Community Fund for funding towards a new noticeboard; £1,000 was received on 24th January 2022 for funding towards a new noticeboard.
Dog bin – the bin has been ordered and was installed close to the noticeboard on Oldicote Lane.

b)  General Data Protection Regulations (GDPR)
No changes are recommended and there are no reports of any breaches.  Recently there have been some reports locally of GDPR breaches and in light of this, the Clerk requested Cllrs to exercise caution with data that comes into their possession

d)  Code of Conduct
The Code of Conduct has been updated and the new Code of Conduct is attached with the meeting papers.  The recommendation is for the new Code of Conduct to be adopted at the May 2022 Annual Meeting of the Parish Council.

Actions raised at the last meeting have been attended to. 

The Clerk submitted an application on 23rd November 2021 to Cllr Muller’s Community Fund for funding towards a new noticeboard. No confirmation or funds have yet been received, but Cllr Muller’s email of 24th November 2021 states that £1,000 could be provided towards the project.

Dog bin – the bin has been ordered, the Clerk continues to chase SDDC on this matter and copies in both District Cllrs to any correspondence relating to this project. The Clerk wrote to Mr Simpkins on 1st December 2021 to provide an update on the order and when SDDC responds, a further update will be provided to Mr Simpkins.

The Clerk has no matters to report.  Relevant matters relating to Covid19 have been circulated to all Cllrs.
A bin for siting in the grounds of Bretby Hall (Min 20/742) was ordered from SDDC on 18th February 2021 and the Clerk has been seeking an update from SDDC as to when the bin will be installed.   Bretby Hall Committee will donate £600 to the parish council to cover the capital costs of this project.  The Clerk has provided the Hall Committee with the bank details but at the time of drafting the agenda, no funds have been received.  The annual revenue costs of maintenance and emptying will be met by the parish council.

The legislation regarding the holding of virtual meetings expires on 6th May 2021 and currently from 7th May 2021 the parish council will return to face to face meetings.  DALC has issued guidance on this which has been circulated to all Cllrs, one of the first decisions needs to be relates to the venue – can the Church be the venue for the return to face to face meetings, can it accommodate all cllrs and any unknown members of the public who have a right to attend.

At the previous meeting it was noted that occasional visitors to the site of the former Bretby Castle as it is identified on the OS maps. The site of the former castle lies on private land and consideration is to be given to means of providing information to prevent visitors discretionary experiencing disappointment when it is discovered that the site is privately owned and access is not permitted.

The Clerk circulated an email on 5/10/20 about communication by the Council to its stakeholders, the recommendation being for a communications strategy to be drafted and as per Cllr Kemp’s earlier suggestion.

You are summoned to attend Council Meeting of Bretby Parish Council, which will be held under the Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 at 7.30pm on  MONDAY 14th SEPTEMBER 2020.

            Please Note:-
